Lacol, together with the cooperative Celobert, coordinated and drafted the new Barcelona Housing Plan 2016–2025, as well as the participatory process. This new plan updates the previous 2008–2016 Housing Plan and enables the activation of new tools and resources to address the major challenges Barcelona faces in guaranteeing the right to housing.

The plan is structured around four main strategic axes and defines a total of 59 action lines to achieve its goals. The axes are: (A) Prevent and respond to housing emergencies and residential exclusion; (B) Ensure the proper use of housing; (C) Expand the stock of affordable housing; (D) Maintain, renovate and improve the existing housing stock.

The plan’s development included a broad participatory process involving residents and municipal technical staff, aligned with the drafting of the Municipal Action Plan. A total of 21 participatory sessions were held—two in each of the ten districts and one at the citywide level.
